Yes but that is usually for players with potential, worse players than Kounde currently but with the hope of them becoming better, 20-24 year olds, not 27. Potential is usually what is being paid for these days, not so much current ability.
Kounde is at his top level now. This is what you get. Barca aren't really satisfied with this level, why would anyone else be? Tottenham or United maybe. Would Kounde want to go there?
It's the market that decides the price, us saying he is worth 50m doesn't mean any club will want to pay that on top of his big salary. It's just unrealistic.
27 is 4-5 years in your prime. He's better than almost every RB & CB in the EPL, with very few exceptions.
The market will indeed determine the price, and there is no market where a 27-year-old, two-time league champion, France national team starter, who many serious football people called the second-best RB in the world last season and has probably been top 5 since signing for Barcelona, is going for 30m euros.
Since in your scenario, I'm assuming you think Frenkie would go for much more than him.
Just his versatility alone adds to his premium.
