In what way should they structure it? It's the qualifiers, not the final tournament.

There should be a primary round that eliminates 7-10 teams. This is/was the case in Africa & Asia.

Donnaruma is World Class for sure, one of the top GK around.

Bastoni too, and at a time you could argue Chelinn and Bonucci (Good chance I misspelled everyone) were wotld class not so long ago. Chiesa was great before injury.

They struggle the most in attack and to a degree in midfield. Gone are the days when Italy had Inzaghi, Veiri, Del Pierro, Totti as their attacking options. Montella would be a saviour in this squad.
