I don't really get what Bayern did wrong in all of these cases, it's the other German clubs' fault.
It's systetemic. The clubs/agents pressuring the clubs to take deals to Bayern for a fraction of what they couldn't sell overseas.

In the 90's Bayern used to buy key players from Karsruher SC, for example Olli Kahn, Mehmet Scholl, Michael Tarnat and Thorsten Fink. After that they did the same with Bayer Leverkusen with players like Michael Ballack, Zé Roberto, Lúcio and Robert Kovač. Then they went on to Dortmund with Lewandowski, Götze and Hummels.
Obviously it doesn't matter to much to us at Barca fans. We're just pointing that us paying BO clause for a goalkeeper and Nico (hello Javi Martinez btw) is way different than having a carte blanche of the domestic scene at cut price prices or even free.
Every time a rival builds up, chopping them at the knees for 2/3+ of their best players.
Things a bit different now with the inflation of the market and external buyers able to go big ala Wirtz, Kolo Muani, etc.
