So the question is, we were paying for what exactly? It seems obvious nobody pays 8 million euros for reports.
It is reasonable to say Negreira had no actual influence over referees. Probably we paid him to have an advocate within the refereeing committee, receive information on what they discuss etc.
Its still not clear if he even provided anything at all but it is obvious we were paying him because we thought he had some kind of influence or privilege somewhere.
