If he chose or he didn't, I don't think its his fault, because in the absence of a fixed penalty taker players do that.

He didn't feel confident taking the penalty and maybe wanted to give it to someone else. And that will happen sometimes unless the manager demands the penalty should be taken by a certain person.

Flick could have told them to give it to Raphinha but he let it play out.
