Because as soon as they come back up they'll be title challengers again with a proper team built to win, not a load of young players bought to be sold. There's already rumours of Chelsea wanting to cash in on Palmer and buy Rogers. It's just gonna be constant churn under the current owners.

Selling Palmer is the right move for Chelsea if they are banking on Estevao (doesn't mean Palmer is a bad player, imo he's probably England's best player)

You can't play both Palmer and Estevao at the same time.

Something fishy going on here or what? 6 year contract when he’ll probably get canned in 1-2 years.

Most likely there is an exit clause, with certain amount to be paid if he is fired.

So, they tied him long term on cheap deal if he is good, they lose minimal amount if he is fired.

Straßburg became also their feeding team, after their president sold them to BlueCo. Player development, parking players, having to release their coach. Just another multiple ownership atrocity in addition to City group and Red Bull. Uefa and Fifa just take their bribe money and move on.
