Yeah. I don't think he is going anywhere with Zidane return. Zidane is the one that took the gamble and made him come to Madrid. He was nailed on being a PSG player before Zidane call.

Zidane is a pretty loyal guy as well, he wouldn't want one of "his men" to leave.

This sounds like canned stuff he's been instructed to say by his agent so that they have some bargaining power. So far, the media picture painted has pretty much had him reveal his hand with the Barca/De Jong/Ajax links. If this went on we'd have the clear upper hand come negotiation time. It had to be done at some point. Raiola is a greedy bastard but from what I've heard he gets his clients what they want. If we trust that De Ligt wants Barca (which honestly just adds up all things considered, unless we decide we can't give him playing time), then he'll come. Raiola will make the process more painful but I don't think "my future is decided by Raiola" is to be taken literally.
