No because this is the 'extra round' which is unfair to CL where they have a round less.

So its only group stages, round of 16, quarters, semis and final that counts. The round of 32 is the extra round in the competition which does not count towards points as its an unfair advantage.

The EPL is currently over three points ahead of Italy. The 11/12 points count for this seasons rankings and it is this seasons that will decide 17/18 places.

For Italy to take over the EPL this season and for 17/18 places they need to make up around 3 1/2 points when they will likely will have one team left vs minimum four from EPL.

Thats how I read it.

England is most likely going to make up a lot of points this season seeing how many teams they have left in European competitions. It's not that far-fetched that one of them wins the Europa League.
