It's a power struggle between 3 parties. Coach, board and amigos.
But I think the only way to break this is a strong minded coach. Setien and Valverde were both subtracted to other 2 parties.
It needs to start with board getting rid of amigos and moving on.

Have you seen their contracts? It's very likely we'll have ourselves 2-3 Bales next season. Let's not fool ourselves that these guys have the good of the club at their heart. Puyol, Xavi, Iniesta yes. These clowns, no.
They will not get very good offers from other clubs because everybody sees they are past it. The teams that would want them can't pay them even half of what they get here. So they will probably stay like Bale is staying for Madrid.
Xavi, Iniesta and Puyol all got their full remaining contracts paid up when left I am sure.
Don't even think they were paid that much back then. The wages got ridiculous under Bartomeu.
