Under Laporta La-Masia had always a good standing, so I wouldn't say he's lying. Of course they had to use La-Masia lately more than they wished. Under normal circumstances, the club uses La-Masia for good talents and buys external world class players in positions, where we lack good talents. But under Bartomeu, the club started to buy every bum and give him a huge salary, completely forgetting our youth.
So the truth is somethwere between this statement. It's out of necessity and out of conviction under Laporta.

Once financial situation improves this opportunity will narrow down.

It can't be a lie, we know Laporta values & emphasizes La Masia while Rosell & Bartomeu did not. It's more a distinction of convenience since the club have their hands tied fiscally due to the inherited FFP mess

La Masia is and always would be the bedrock under Laporta, this is one of the fundamental Cruyff tenets that Joan embodies. Far from a lie, and doubling down on that publicly when he has only been facing criticism around the club & in Spain - even from those purporting to be cules

Equally, we know that this is the model - bet on the cantera and supplement with WC where needed. It is a fundamental truth of our club under Joan Laporta

Barto got lucky with Thiago and allowed him to leave.

Laporta got lucky with a few players and worked to ensure they all stayed.

That's the difference, if even we are more reliant on masia due to financial reasons.

It's more of a necessity than conviction for me and I don't blame Laporta for it. Finances, legacy of previous criminal running of the club. Unlike previous Laporta stint in 2003, this time we force kids at 16-17, while Puyol, Xavi, Iniesta didn't get full minutes at age 20+. One of the factors kids get big injuries, they are not ready physically.

And I'm not putting in the equation the squad quality of early 00's compared to Barca's current line up.

Laporta is a politician, but he loves the club, and is the best president in our history. Man created 2 great cycles, unlike those crooks who got handed the greatest team ever and 10 years later brought the house down in flames. They didn't build jack shit anyway, the success they had was built on the core Laporta created in mid to late 00s + some galactico signings that worked only short term. That's all they did.

Bartomeu's legacy will be allowing Madrid to storm the CL and win 5-6 titles.

Knowing the socios, they are gonna elect somebody else soon, and let's hope that guy is not also a major buffoon like Bartomeu and Rosell. No chance the socios give the reigns to Laporta for 10-15 years like Madrid with Florentino. That would make too much sense.

Difference was that 16 year old Messi didn’t have the justification to displace those ahead of him in Samu, Ronnie, Deco, Larsson et al

Even when Lamine debuted at 15 he already showed he belonged and last season, he justified being starter over Raphinha

You have to believe in the canters to leverage it. When Bartomeu screwed the pooch with Neymar exit, he overspent and never considered anything in the canters - never mind Masia was already being marginalized & eroded by that board

In a better financial situation, the likes of Cubarsi, Lamine, Gavi would still make their mark here, maybe not at the age if 16-18 but would still be promoted sooner or later.

But we won't be relying on Dominguez, Martin & Fort as rotation players for defense. Maybe one of them but not the entire rotation
