I's also prefer all the big teams qualify to enhance the tournament itself but Portugal's World Cup record is dire. They've rarely offered anything much.

2002 - group stage
2010 - last 16
2014 - group stage
2018 - last 16

Their two good World Cups were 1966 and 2006 (semi finals).

And in 2006 they were hardly memorable beyond that awful violent game against Holland.

You're trying too hard to push this narrative. Ask any Portuguese person and they'll tell you that Santos is a mediocre coach. He really is not capable of making this group of great players play well. They are clueless in build-up despite having word-class talent in every position. This wasn't as evident in 2016 as the players were worse, but since 2018 or so he's shown his limitations

They were just luckier in the past. They flucked that Euro win. And even vs Serbia the other day, they had good chances to close the game.

Managers at NT level are useless anyway when it comes to tactics. Or at least most of them are. Momentum, luck, motivational skills and player selection are the things that matter.
