There is still a chance to return in time according to Rac1:

Barcelona City Council has asked the club to fix rain-related issues before granting the first occupancy license. The club has until early next week to resolve them in order to play at Spotify Camp Nou on September 14. Work has progressed quickly in the past 15 days, and the final certificate for stage 1B, covering the side stand, could be obtained soon—allowing the stadium to host Champions League group stage matches. I was curious about timing for phases and yesterday was first I read that 1B likely to be completed by end of International break (Late September). So from October on (Only vs Valencia with 27k), we’ll have at least 45k - effectively a horseshoe without Gol Nord…until 1C. Gotta believe that last bit for Gol Nord completed in October

It also means however that Montjuic likely comes back into the frame for final roof work at some point

Btw, just checked other newly built stadium, and it appears that large space from front row to the actual pitch is getting larger in the new projects when space is available.

Here is Metropolitano, and it is big as well.

Metropolitano back in the 90s had only one tribune, the original one, which is the one on the right. The current design not only honors the original stadium built for athletics, but also Vicente Calderon, which had similar gaps between tribunes (due to a road tunnel underneath).

Just watching a video about everton's stadium.

Initial expected cost: 300m pounds
Final cost 800m pounds.

And of course it was finished later than expected.

I wonder what the over run for the camp nou will be

Doesn't matter for Barca, as Limak signed a contract where they guaranteed the maximum cost and everything above they have to pay themselves. And it's not only the Camp Nou, it's the entire Espai Barca with rebuilding the Palau that will also host concerts and office/hotel area in front of the Camp Nou.

Camp Nou cost was estimated to be around 1b and the entire Espai Barca around 1,5b. It will obviously be more in the end, especially with all the delays, but that's on Limak. They agreed to Laporta's demands of a maximum guaranteed cost, that no other company was willing to agree.
