Yeah, these are the old 1957 pillars. Sure you could cover them, but I don't think they look bad. They give the old traditional feeling. This stadium unites the past and the future and I think it's good you'll see both of them.This is what I'm talking about.

I think it's just not finished. Even if it's history, they already put the paint on the left side in the picture. It's fresh and shiny blaugrana. Doesn't make sense to leave the other side in this state, also there are cables hanging.Could be intentional to show the history as Loki says.
The roughness is just cosmetic and easily fixable. Even a coat of paint will do wonders to freshen it up, if they don't want to smoothen the surface.
Maybe will be done in the future, during summer or so when lower priority stuff can be taken care of.
