If you can't afford 40M players, you can't afford 12M prospects. It is as simple as that regardless the strength of your scouting department.
Being broke affects those chesp signings equally to the expensive ones.
There are no scouting in the world that can guarantee a sure thing, and you can't have two or three players that cost 10M+ with no resale value in hope someone will ve a success, all while being barely able to register a 25M GK.
Deco has been trying for the high end talent since he arrived, it is just not feasible with our limitations.
We still do decent deals, Roony was great one so far, Gerard Martin is worth way more what we paid for, Faye & Pau were sold for far more money than what we bought him.
But at some point, it is unfair to expect every first team need to be covered by a 16-19 years old, whether it is La Masia or signing

Going for players you rate after Tottenham gets them for 12m ain't a good way to tackle the issue. You're only going to pay a hefty premium for very little gain.
. Pedri cost 20m btw, not 5. Solid talents are not cheap. Higher price is not a guarantee the player will be a hit, but you will rarely lose money on resale. The quality is at least good enough to move the player to a smaller club and make up your investments if not bank in a bit of profit for your time spent with the player.
