Robben himself pretty much confirmed it was a dive. ;)

This is what Robben said after the game about that penalty:
"Wenn man das Spiel drehen will, muss manchmal zum richtigen Zeitpunkt gut fallen"

Practice isn't needed anymore for the great Arjen Robben as he is one of the last remaining true quality divers in the game. Years upon years of international diving experience destilled and refined this man into a glittering gem of simulation - Arjen Robben the Dive Master.

A true dive connoisseur can't help but being astonished and to stand in awe being faced with such a level of proficiency and grace on display. He mastered the trip-over-your-own-feet technique Luis Figo and Robert Pires made famous, combines it with Michael Owen like unbearable lightness, throws some of van Nistelrooys torpedo accuracy into the mix and tops it off with the skill of Didier Zokora - Arjen Robben is the cruise missile of diving.

Interesting in slow motion. It looks like Marquez barely touches his toe, but if you watch Robben's head *before* he starts exaggerating, you can see a momentum change from the rest of his body (slight jerk, a slight whiplash). It does appear Marquez pinned his foot, if briefly.

Of course, Robben was baiting for contact, and Marquez obliged.

EDIT: looking again, it looks like it's Robben's trailing right foot that makes contact, causing the momentum shift.
It's because he kicks his other leg...

It was a fantastic dive, although he exaggerated it a bit too much. But then again, at such a big occasion it is impressive to see an athlete sacrifice substance for artistic merit. He took a risk, and pulled off one of history's greatest dives.
