I've always seen him as a disruptor. He challenges defenses and pulls them out of shape. Controlled aggression, and with the technical ability to turn opportunities into goals. Respect.

Depends what you compare him to.

The all-time greats? Sure compared to them he will not look like much.

But there's been plenty of players that's been between very good and elite that's started at the top level. Fermin I think can become that very good type of player that's not quite elite, but good enough to start for most good teams.
