No the new rule is for players under 23 years old (i think this age) who played a few years for the club. So for lamine for example we dont need ffp marge but we have to solve the marge throughout the season or we get a smaller ffp next year.

These are two different rules. You are talking about:

One of the key changes is that La Liga sides will now be able to sign players under 24 who have been at the club for three consecutive seasons to a new deal and reigster them, giving them until the end of the season to find the money in their salary limit to do so.
