Well yeah, it can go the other way, but I suppose what he is saying that in the lesser leagues your development has a ceiling. To progress after that you need to move to play at a higher level.
Arsenal have had a very easy run, and got more point from the same fixtures last season than they have done so far. I think they'll do better than fourth, but I don't expect them to realistically be still in the title race come the last few games of the season.
It doesn't make it OK though, and the rule could easily be changed. I know that I'll be against Januzaj playing for England no matter how good he gets.

I wouldn't call it "OK", but the players are to blame far more than the FA's IMO. It's them that ultimately decides whether to make themselves available to their country or not.
How can you blame the national teams over the players? Ultimately it's the players that decide. If you're not good enough to play for your country, tough shit, get better, but don't go running to another country just because you can.
The hype was overstating in the beginning no doubt, but the criticism has gone overboard at the moment too. If you scrutinized any keeper in the league the way Hart has been bar perhaps Cech then you'd see similar errors with them too. You see loads of errors in Mignolet's game if you look hard...
