    No, it's the statistic probability that these teams are drawn together for the RO16. Real Madrid for example can only be drawn vs 4 teams, one of them being FC Porto. Porto however can be drawn vs 7 teams. So the probability they meet each other can neither be 1/4 and 1/7 at the same time.
