The confusion was started by Raketa, he said 4 years until completion of the roof. I believe what he meant was the whole stadium reconstruction timetable 2023-2027. If the roof takes another 4 years, Camp Nou will not make it to the 2030 World Cup.

I suppose there is a chance that third tier and VIP areas could be finished until summer. However, roof is still far away. It will take more than 4 years to finish the entire stadium and that's just waaaaay to much time.
The timeline include demolishing the third tier and the roof. Then excavating the area around the old structure for the foundations of the new third tier and the car park. After that they had to remove concrete and reinforce the old structure that was in much worse shape than expected, it is very visible just how much work has gone into repairing the old structure in videos like this one

Now if they had demolished the entire stadium and built a new one it would not have been done much faster, I don't think 4 years is excessive, the only thing that can be questioned is the board ignoring that no substatial repairs had been done to the stadium for over 40 years, obviating the needs for massive repair works.
