I believe BVB has an actively enforced restrictive policy on wages, the main reason why Gotze and Lewa left... If I'm not mistaken, their highest paycheck is 5 or 6 million, so if a player wants more, then they just send him on his way like the aforementioned cases... No super class striker will play for that "little" amount of money...

Besides, they get two promising talents instead of one, which is highly benefitial to them both economically (they can sell later and generate income if they become stars) and football-wise...
