Neymar can dribble with close control. I don't know if Pulisic's close control is 'tighter' but what I do know is that Pulisic will never be able to do what Neymar does with or without the ball.

He's very capable, my only issue with him is his short passing and final third decision-making. But if you need him to be the assigned "dribbler" ala Messi or Neymar, he can definitely fulfill that role.
