I never understood what these were based on

You can't face a team from a same country or the team you played in the group stage. Also, first place of the group, can't face another groups winner. Second place qualifier has to face a group stage winner.

PSG has all the options open(from the second place finishers) because there's no other French teams. Only team they can't face is the second place Liepzig. Who was in their group and finished second.

Because Germany has two winners(first place) and two second places, it reduces Bayern/Dortmund options quite a bit to certain teams, making it more likely Barca gets Bayern/Dortmund for example.

The percenrages are different because certain teams can't face each other etc. Blocking effect.

No, it's the statistic probability that these teams are drawn together for the RO16.

Real Madrid for example can only be drawn vs 4 teams, one of them being FC Porto. Porto however can be drawn vs 7 teams.
So the probability they meet each other can neither be 1/4 and 1/7 at the same time.

Playing deep and paying too much respect to opponents contributed to the 8-2 to Bayern and the first half hour last night.

Take a risk, play a high line and try to let Messi/Puig/FDJ dominate the ball in what would be a fairly open game as none of those sides will sit back v Barca.
