That's actually not true, the top 5 leagues based on UEFA coefficient have a 2x multiplier for the golden boot and Ligue 1 is 5th.

Nice's clauses are not verbal agreements. They are not included in the contract as it's illegal but are signed at a notary. I dont think that's very legal per french league legislation, but the league has not said anything yet and Nice president has been very vocal in pushing for those clauses...
