I see him in the Top 3 as well, maybe even as the best, though that is nothing easily to determine for sure.
Fact is, he is the fastest elite CB atm, he stepped up big in big matches over the past two years, with the WC final being the highlight. Many named him Germany's best player in the final, and rightly so. He also plays in arguably the highest defensive line of all elite teams and is essentially its focal point. And we all know, playing in high lines is where defenders really get their metal tested.
I always used to ridicule Boateng as Blunderteng, but there is a reason I stopped doing so a while ago. Atm he is far from being error prone at all, while even raising his goal thread (which is still not great, but at least it can be considered "okay" now).
Also, his ball distribution and vision is second to none (okay, maybe second to an in-form Badstuber).
I admit, I don't see TS that often, but continuisly calling him the greatest CB of all time while ridiculing the idea of Boateng being among the very best today, is insane.

To be honest, I don't believe there's much separating Boating from Luiz. The formers pace is inferior to Nkoulou, Silva, Marquinhos, and Varane off the top of my head. Don't believe he's as good a passer as Luiz nor Silva, and there's obviously Badstuber as you mentioned.

For me, when in form, Silva is peerless:

1. Silva
2. Hummels
3. Godin
4. Ramos
5. Boateng
6. Pique
7. Marquinhos
8. Luiz
9. Nkoulou
10. Varane

I won't waste my time on MU forums like I did in the past trying to explain why PSG won't sell their best players.

I always get the same reply:

- PSG is shit.
- We are MU
- Therefore we can get any players we want.

Dunno if it changed, but in the past it was like that every f*cking time.

Cavani might be sold tho. But TS, no way. Given how there are so few excellent CB, and how the prices rise every summers, PSG won't sell him.

Boateng has been a monster this season. I have no idea how you get the idea Boateng is not fast. Frankly, I don't know a single elite CB who is as fast atm. Not sure if you watch Bayern regularly. Also, putting Hummels at 2 really doesn't help your cause as that actually shows rather poor judgement.
I didn't say Boateng's opening passes and long balls are second to none, but they sure as shit are damn good.

From what I can tell since I watched them (psg and bayern):

Current Marquinhos is faster imho. That's one of the reason he's even #1 for the RB position with PSG.

TS when 100% fit is at least as fast.

Each to their own, but I can't quite understand how someone like N'Kolou is in your top 10 list while Mehdi Benatia is not.

And Luiz is rated too highly for someone whose career has mostly been mediocre apart from when teamed up with Thiago Silva in the heart of the defence.

PSG has 3 very fast CBs.

It's a shame not many people watch the Ligue 1 (but it's understandable).

Those 3 CBs are fast, either when they rush to participate to the attack, or in defense. Their reaction time is also high. Very high in marquinhos and TS cases.

I can't say I know much about Ligue 1 and maybe I'm wrong in judging the quality of the league when I don't follow it much at all, but I've heard it's largely a defensive one?

There are always some great attacking prospects there though, like Lacazette for example.

Even if we belittle the Ligue 1, I think those 3 always got it right in UCL.

Of course they only can do this much. If the fullbacks are garbage like VdW is, of course the CBs can stop everything. They are not surperman.

One of Blanc big mistake was to not play Marquinhos during that second game against Barcelona.

As for the prospects, France Football did a big coverage and found out the foreign leagues buy a lot of players from the Ligue 1. The Ligue 1 is usually amongs the top 3 leagues for prospects every years.
 
it is very defensive though i wouldn't call that a quality. There are notable exceptions but the typical french coaching culture is still rigid - Lyon, PSG and OM are leading a positive change, hopefully.
