Osimhen. The difference between them though is nowhere near 150-180m or whatever it amounts to when you factor in how much Thuram cost Inter vs how much Osimhen total package would cost us.

I personally made my peace with the idea that Torres will be starting next year.
However, I think you are undermining talent and abilities, while looking at other factors a lot.
We both know that there is a scenario, although unlikely,
that the club wants a quality starting no9 that appeases the fans. That if they found the means necessary they will do it. Thuram doesn't fall in that category. He is a decent utility player.
Kane isn't worth discussing, he is staying.
What worries me is the new comers. Those who appears from smaller leagues and get hyped, like Sesko or Gyökeres. Samu is likely the next one.
In such very unlikely scenario, I would take Osimhen, because he is actually a great player and l talent and ability on the pitch prevail over those who lacks it. I still think he would have been a better option to the likes of Manu, Chelsea and possibly even Liverpool than their past striker signings.
