Like 10 days ago it was -15 here where I live. It was WTF moment when I opened a car in a "selfmade" garage and it was -7 in it.

I need to put some heating in it ...LOL
At least you have in some kind of a garage. :ROFLMAO: Mine isn't even in a garage, since we only have one and two cars. At least it's parked right next to the house, so the house offers protection from the wind and cold to the other side of the car. But the other half of the car I have to have covered with two huge blankets to protect at least the front windshield and driver's door.

I didn't even have the door covered, only covered it after that crazy morning, since it was so cold that the lock actually freezed over, so I had to scoot over from the other side to get in and to open the driver's door from inside the car. It was crazy. And later when I walked from the work's parking lot to the bodega to buy my lunch for the day, it was just unbelievable. Air so cold, it actually hurt to breathe. That morning really was something else.

15 mins ?

Can't people die from being exposed that long in cold waters ?

I guess you can get to 15 mins with practice and such , first , or ?
Yes, 15 minutes is no problem – the human body can handle it without a problem. With training, proper breathing, etc., you can gradually build up to 30 minutes or more – record holders can even reach 5-6 hours, but that's hardcore. But those 10-15 minutes are easily manageable for anyone. The body cools down by about 1-1.5 degrees Celsius. But don't overdo it – a few minutes is perfectly sufficient.
