It's shoulder to shoulder contact between two players who are in no mans land. It's never a foul.

He's not obstructing German Joe Hart at all because both players are nowhere close to the ball.

I can literally not see one remarkable save in that clip, he looked rather shaky, leaving rebounds on everything, leaving his line in a way that wasn't very secure multiple times.
He made 2-3 saves that could be rated as good, but that's all.
I rate Oblak, but that is hardly an example of a good game, nevermind a great one.
Ter Stegens game against PSG (1-4) that I posted a link to above is more impressive.
