Of course he does, in most 1 v 1, he just stops 2 m from the striker and waits for the finishing blow, closes the angle partially. Look at top keepers, they try to get as close to the striker as possible, force a dribble, move him to the outside, tighten the angle.
In the Asspanyol game, their scorer had time to stop the ball, look at the goalkeeper, position himself for a short angle shot, while MATS was just waiting for him to take the shot, already preparing his handball stance. 
It's obvious you let a lot more shots in, you are putting no pressure on the striker. Unless the shot is close enough so he can pull one of his reflexes (which are good btw), there is no time for him to cover the distance, because he is still in no mans land in terms of distance and angle coverage.
He just learned this shit wrong, no other explanation, or has bad instincts.
