Aside from the money I don't really see the point in Guerreiro going to any of the clubs mentioned. He's 22. Jordi is 27, and Marcelo and Schmelzer are both 28. Schmelzer just signed a new five-year contract last week, so he's not going anywhere. Guerreiro needs playing time to develop.
Unfortunately, I think he'll find it hard during the season to get minutes with the first team with Iniesta, Rakitic, Arda Turan, Roberto, Rafinha, and possibly Denis ahead of him.

Even if Mustafi will go for more than the reported €25M, I hope we're interested. He's proven in la liga, strong in the air, and a vocal leader and organiser at the back. He'd be a great Mascherano replacement.
I don't think Bartra would have much chance of starting ahead of Vertonghen or Alderweireld at Spurs, and they're both only a couple of years older than him. Surely he'd want to go somewhere where he can be a starter.
