It's not about being better. Everyone and their mother sees he's currently a better keeper than Neuer. But Neuer being the captain, one of the guys the coach and the fans can rely on (unlike Muller, Hummels, and others) - makes huge difference.

Wouldn't have any other keeper here at Barca before him... on Oblak's level.
