What age can we legally sign him, 16 or must wait till he's 18?

Correct me if I'm wrong but I think players inside EU can move freely to another country when they turn 16 (which in Rayan's case will be end of October).

I know players in La Liga can only sign first professional contract at 18 (before that can only sign youth contracts for a max. three years) while in PL they can do so at 17 AFAIK so Spain is at disadvantage here.

16 indeed.
No player can sign more than 3 years before 18 due to FIFA rules, at least to my knowledge.
