They won those titles unfairly, seems fair to me to strip them and award the titles to the teams that came 2nd. Anything less than this is simply allowing cheats to get away with it.

I thought last season's final was worse than Liverpool-Spurs. At least Liverpool and Spurs had some shots and both goalies made plenty of saves. Chelsea-City was dull and lacked any action at all.
