The day it snows heavily, or the temperatures drop below -3c, Ireland stands still, unlike central/eastern Europe, where this occurrence is a daily occurrence.
3rd - If given the choice, people in your part of the world would move to Spain/portugal/Italy or similar temperate climate in a heartbeat. A moderate climate is always preferred by humanity.

I think first scenario you survive a bit longer at 4°C water temperature than last but not sure.
