Some people think Ecuador might this time but I think it's a step too far.
As Porque says you get your South Koreas, Ghanas, Moroccos, Bulgarias, Swedens who go far. But when they get to the semis they cannot take the last step to the main game.
Maybe the closest would be Croatia. I considered them a very strong team, but they were still ultimately a small nation and not a football superpower. Got to a final 9though got pumped) and two semis despise only being formed in the 90s. Very impressive.

Belgium should have won the 2018 WC. They had a ridiculous squad and France got lucky in the Belgium game where the Reds were the better team iirc.
They had Prime Hazard (the actual best player over 90 minutes in that WC) and KDB and people like Mertens, Alderweireld, Vertonghen, Lukaku, Witsel in their absolute peaks.
They also had the greatest plan B option Fellaini who was incredible at being a plan B targetman in the box in clutch moments.
