Why should he or someone else in the club inform ter Stegen or other players at the club about them signing someone in the same position?

Their job is to make the squad/team better. The players’ job is to compete.

Deco is totally right. Talk to him about what? Situation is clear. He stays as 2nd or 3rd option and fights for his place on normal treatment or leaves to a lower tier club were there is less competition.
