Genghis attacked directly. He would come to a land and kill without hiding, without planning, just straight up destruction and chaos.
Terrorists strike when you expect the least. They give you a sense of comfort only to stab your back later on. When they hide in the caves of Afghanistan, when they declare they are dead or when they have an ACL injury that you hope will fuck their career.
And you get some sense of hope - the terrorist might be dead only for him to come back stronger than he ever was. You can't chase him away because he has possesed everything - your country's intelligence services or your sporting department.
