Just watched some clips from both to remember them better. Neymar comes pretty close as far as technical level is concerned. Ronnie looked really good and fluid doing stuff and also had magically fast feet. Neymar though is, or has been, a more consistent finisher. What sperates the two for me is mainly their attitude towards the game. Ronaldinho did the things that he did because 1. He could, 2. he though that was the best play 3. He enjoyed playing the game like that.
Neymar does the thing he does because 1. he is a clown and 2. tries to replicate Ronnie, but without the humbleness.

How do you do a rainbow flick with humbleness?

Neymar was getting killed in Spain no matter what he did or how he tried to do it. Ronaldinho would also get killed if he tried to do those things in this era with social media and players not wanting to be clowned on with the video going viral forever.

Nothing about being humble even if Neymar is a prick.

Just less appetite for such things in the modern game.

I would call that "accumulated" hate/prickness.
Nothing about one particular move, just general opinion/view on him based on 100 of matches/10 years, antics, provocations towards everyone.

Look at this:
Messi is dribbling a lot.
Ronaldinho was dribbling a lot.
R9 was dribbling a lot.

No one ever said that they were assholes.
No one (except Pep and Mou's players) kicked Messi or Ronaldinho on purpose.
On the other hand, 90% of opposition's players are trying to break Neymar's legs.
Even some of our fans would like to break his legs here and there.
And in the video which I posted a few days ago, even Zlatan said: "Neymar is provoking not 1 player but the whole team. If he would did that to me, I would catch him, foul him and he would stay on the ground for a longer period."

So, on one hand, Zlatan would never break Messi's legs.
Zlatan would never break Ronaldinho's legs.
Zlatan is watching R9 like a teenage girl who is watching Justin Bieber from the first row at the concert:

Yet, on the other hand, even he would put Neymar on the ground.

I will make an analogy:
You know when I talk bad about Pep, Pep's style and Barca DNA.
And then not only Pep's fans, but even average Barca fans get pissed with me and they lose nerves and insult me.
That's because I am provoking too large number of people with those posts.
BUT, I am doing that here and there.

In Neymar's case, he is doing that thing more or less 24/7.
He is provoking every opponent, fighting with everyone, inviting fouls and then rolling on the ground and acting like a cheater.

This is why I have mentioned something like "accumulated hate" towards him.
Remember how no one hated Puyol, Maldini, Buffon, Pete Sampras or Federer.
Or did anyone hate Rijkaard as a coach?
Was he ever rude or disrescpectful towards the opponents, fans and similar? No.
On the other hand, how many people hate Mourinho? Probably 90% of football fans. Because he is doing dirty and backstabbing tricks for years.
To some extent, I would put Neymar's personality and behavior towards the opponents and everyone close to Mou's tier.
Even the way how he left and backstabbed Barca wasn't a surprise if you count his previous onfield behavior, cheating and antics towards everyone.

So, analyzing one trick/action from Neymar is pointless.
It is the same as analyzing one line from Mou. It is pointless. You can never trust him, it's Mou.

You know how I often say: if too many coaches in a row don't rate a player, then the player is probably bad (even though fans adore a player).
The same can be applied to: if too many people hate you (Neymar), there must be a strong reason (even though some fans don't understand why).

The NEXT level rationalization just so you can make a distinction between Ronaldinhos showboating and Neymar's.

Remember, when Ronaldinho controls a pass with his back it'd because deep down he respects the opponent. When Neymar does it, it's because he's arrogant.

When Ronaldinho gets butchered by players, it's because they have to because he's too good. When Neymar gets butchered, it's because he's arrogant and deserves it and players hate him!

Ronaldinhos rainbow flicks are humble because he smiled a lot.

Neymar is kind of an asshole tbh, but not because he likes to dribble. It's the diving, the hilariously dramatic acting, the arguing on the pitch etc. and he is no stranger to harsh fouls himself as well.

Dont remember much of Ronaldinho on a regular basis but for me they’re similar who have achieved similar things. Biggest difference I can think of is Ronaldinho almost thrived off the challenges players made, he could mix it physically. Neymar looks for those players to buy a foul from/exaggerate to get them sent off. Maybe I’m wrong because I don’t remember much of Ronaldinho though but I think he was the embodiment of that first love of football you get as a child. Hard to prefer anyone over him

This is the difference between Ronaldinho and Neymar:
= Ronaldinho played way faster and way more direct
He was looking how to get to the goal in the fastest way.
While watching this video, I was imagining Neymar and he would slow down the play in majority of actions, dwell on a ball, try to dribble past 5 players and faking fouls/rolling on the ground.

Look at Ronaldinho here. Zero fights, zero arguing, zero rolling on the ground.
The opponents are attacking him in a fair way, there is no bad blood.
If Neymar were on the field, he would argue with opponents, with ref, with fans and probably with some of his teammates.
