Parisian region is filled with incredibly talented young players. Most of our NT players were born in or around Paris, and there are many others who go unnoticed for too long. Several of them are bought pretty young by french teams far from Paris (Pogba started in Le Havre for example, Mbappe in Monaco etc.). There's room for at least one or two other top teams in Paris if a smart manager with very good scouts start buying good prospects around here. So your idea is definitely not a bad one. But since nobody's done it, I tend to think there's something we don't know that prevents an opportunity like that.

What is the story with Paris FC and the investment in them? Are their owners trying to take them to Ligue1 and create another strong Parisien club?

They're trying to be Paris' second team, but they're struggling. There are actually 2 teams based in Paris (other than PSG) in professionnal football. Both playing in Ligue 2: Paris FC, and Red Star.

The most popular one is actually Red Star, they have a whole hype working for them (most of the PSG fans who got banned from the stadium before the Qataris invested in PSG went to support Red Star afterwards, so they have a pretty loud crowd). There's been a race going on between them for a while, because everyone thinks that the first to get to Ligue 1 will be there to last. Which might be true. But they're not owned by billionnaires like PSG, they're just regular teams.

In regards to what I said earlier, about the pool of talents in the region, the problem is that these two teams have to think short-term mostly, to win that "Ligue 1 race". They don't really have time to focus enough on young players, imho. I'm not an expert though, but that's my take on the whole issue.

PFC used to be the underdog of the two for quite a while, but for a couple seasons now they're the most serious candidate to get promoted to Ligue 1 (among those two clubs).

Apparently he will join Bordeaux for a fee or 17 Million euros.

Good deal for Bordeaux. Lets see if he can be a Malcom like influence on the team.
