You are right about France.
But you are wrong about a situation at Psg.
Since his contract is expiring in a summer of 2019, he was offered a new contract a lot of times till now, since from the January 1st, he is able to sign a contract with a new club and a transfer will take place in a summer.
So, what can he do in this situation?
Psg officials call him into the offices and say: Rabiot, your contract is expiring. You should sign a new contract.
What is he supposed to do? Stay quiet, don't sign a contract and act dumb as if he didn't hear their proposal.
I mean, everyone knows: if you don't sign a new contract, you are planning to leave a club for free.
And in those situations, clubs usually sell a player in a summer before his transfer expiration (Kroos) and Rakitic, iirc).
But Psg were dumb, they didn't want to cash in on him in a summer of 2018, and they thought that nobody will want to leave Paris.
They thought that Rabiot will sign a new contract, like Verratti and all similar cases.
And again, Rabiot's only options were:
1. sign a new 5 year contract and stay here forever
2. or do this
Let's not talk about his mom, France and similar.
In THIS particular situation he didn't have any other options if he wants to leave the prison.
If he signed a contract, you know that Psg would say: NO if he would want to leave a club one day.
Psg is NOT allowing anyone to leave.
You can leave ONLY if they don't want you anymore.
That is not a normal club and they don't have normal contracts and relationships there.
If he'll be the first player who will run away from them, I am expecting some dirty laundry from him about them also.
Not because he is a brat, but because who knows what is happening in that club behind the scenes.
So, sitting on stands and wait until your contract expires is the only way to run away from them.

lmao you guys are so extra, talking about paris like a prison. simple reason is that he doesnt want to play DM, which is where the coach prefers him and that he most likely has an offer from a better club (i.e barca). this happens all the time in football

He was asked will he take him back to the NT. The funny thing is that Rabiot maybe really considered signing a new contract but his mom is pulling all the shit because she just wants to get paid and doesn't care about her son's career that much. Sources say he wanted top 3 salary in PSG, sporting garanties (which means playing at whatever position he wants) plus he wanted a garanty that PSG would win a Champions League LOL. Rabiot clan is worse than Neymar clan. Also, he had disciplinary problems forever but Tuchel doesn't give a pass to such things. He punished Rabiot and Mbappé for arriving late to training. Rabiot took it personally and has been a total diva since. That also played a part in him not wanting to sign a new contract anymore.
Antero wanted to sell Rabiot in summer 2018 but Rabiot has a father-son like relationship with Nasser. Nasser being a dumbass, he listened to his feelings and believed that Rabiot will sign a new contract. Some will say Rabiot is being a fucking traitor to his childhood club and you can't deny that. They welcomed him as a kid and made him a man, gave him a career and that's how he thanks them. If Neymar is a snake, what does that make of Rabiot ?
Finally, Rabiot is causing troubles since years now in PSG. Two years ago he was about to sign for AS Roma. Everything was going good until Roma DS met Rabiot clan. Rabiot clan's behaviour shocked him and he decided to not sign the player. It's explained here.

Yeah, but the real tragedy will be when we sign him this summer on free and our Board makes it all out to be some masterful bargain decision...until he and his mother start demanding that he gets paid the same as Messi, and he starts bitching when he doesn't start three matches in a row or something. Meanwhile De Jong goes to PSG to replace him and becomes one of the best midfielders in the world there.
This is the horror story i fear, only De Jong's love for Barca and his determination to actually go to a club to actually play some good football and not choose money instead, can stop this shit from happening. Although i could also see us buy De Jong in the end and bring Rabiot in for free, while selling Rakitic, which wouldn't be that bad, but still, there's simply no need to bring this toxic player and his toxic entourage to Barca at all...especially if we somehow manage to get FDJ. Cause it will turn out worse than Neymar.

If you hate Rabiot, you will think: he is not playing because he sucks or because he doesn't want to play as a pivot.
If you like him, you may think: he is not playing because he don't want to sign a new contract.

Dembele was bought for 150M to be the new Neymar, the next leader of Barca.
When you are buying a key player for your team, if he is the 5th pick in their attacking line, you need to raise some questions.
About Rabiot, I don't see him as Barca's savior, but a cheap option who will offer a different profile.
Also, I don't see him as a starter but as a some kind of a 4th pick who can play as a pivot and a Rakitic's CM position.
So, if Dembele, the future leader is not a starter for France, that is a problem in my eyes.
If Rabiot is not a starter, well, he will be a squad player here.
