Two things:
1-Players who are free agents are no more "free" for the clubs signing them, players demand huge signing bonus and additional agent bonus plus extra salary. still usually less expensive than signing directly from club but still costly in many cases.
2-Sometimes it is better to pay 100M for a player who is ready, than 10M for a player who isn't and will flop, JK could be ready for a club like Barca in 5 years but if he signed for us early he might never reach that potential playing on our bench

khaled already said most of what needed saying.
Lastly, I know the general Barcaforum consensus is that we should buy literally every single promising youth player out there (and of course remember to piss all over our scouts and board whenever we miss out on a kid going elsewhere in the process), and that probably works just dandy in your little FM game. In the real world, though, it's really not that easy.
Besides, right now young Kluivert is a dime a dozen talent who may or may not develop into something truly special.

He doesn't actually. His youngest son Shane looks a lot like Kluivert. Also more similar physique.

Depay was way more dominant, heck Justin Kluivert is not even close to the heights Depay reached and he didn't make it at Man Utd.
Eriksen needed another 2-3 years of development at a club like Tottenham.
JK would be an idiot if he signs for a major club. Stay another two years in Netherlands, then go to a club like Monaco or Borussia Dortmund, and then move to a major club once he's around 22-23.
But I suspect Raiola will try to whore him out right away.

He wants to be the best paid player in the Ajax squad after a hit and miss season. Seems the hype is getting to his head. Others are way more deserving of a higher salary.

He is arguably the 2nd most hyped teenager in world of football right now (after Mpabbe) who has 1 year left in his contract, it is normal that he wants that amount of money.
Remember, it is about what you can get not what you deserve for most part
