As much of a Rafa fan I am (and somewhat Djokovic too, at least in terms of his achievements), neither would be able to hang with Federer on fast hard/grass courts (early 2000s and 1990s).

for some people federer’s prime 2004 - 2007 is the greatest level of a tennis player. rafa and nole have surpassed his achievements overall, but feds peak will present a strong case. dude got 105 points without an error lol.
Just as rafa’s 14 french titles makes the argument or novak with most majors, masters and tour finals.
