Yes, it is a thing but not in the European conventional way.
International isn't about nationality, but entering the league without draft or being homegrown. Miami had to trade for extra slots because they are having too many.
Don't know about the exact rules, I follow the NBA so I know some of the American sports rule and read about how they made those international exceptions in MLS in order to adapt to international football.
