Seen some PSG fans say the talent and ability are there, but his legs are done and he's still struggling with the effects of the Covid as well.

Only 28 years old as well.

28 years for a Brazilian is like 45 years for a normal footballer.

Well, he barely lived in Brazil anyway.
Rafinha problem was more about injuries than anything else.
sadly that brutal tackle stripped him from a much better career than he had.

Is there actual real data on this? I know the myth but is there real data Brazilians lose motivation earlier in general.

Coutinho of course prime example.

I think it is mainly about the big stars, than anything else.
The likes of Ronaldo, Ronaldinho, Kaka were mediocre by the age of 28 at best, Rivaldo and Romario were done by 30 (all of those were ballon d?r/FIFA award winners) while Robinho and Neymar didn't last long either (both finished at least top 10 once in their career).
Those were the biggest Brazilian superstars since Zico

The likes of Thiago Silva, Cafu, Alves, R.Carlos among others has lasted long enough given their abilities and style of play.
Also, the long lasting career of the likes of Messi, Cristiano etc put those super stars in bad light. Tough to believe CR7 is 7 years older than Neymar.
But then again, this seems more of recent evolution, although it is still a big testimony of their dedication to the game
