The voting for the FIFPro actually started in August (about 25000 professional footballers from all over the world were allowed to vote) and was for the last season - not this. Salah's 2020/21 was not that great. They vote for a goal keeper - 3 defenders - 3 midfielders - 3 attackers. The field player that gets most votes of all defenders/midfielders/attackers get the 11th place in the team. Last season that actually was a defender.
