Yup. City's the clear first choice over playing second fiddle to Mbappe at RM or the current shambles at Barca.
Chelsea would also be preferable to RM/Barca. Surprised that they're not being rumored heavily. Current CL champions, Tuchel and he'll get to be the main man pretty much undisputed. He should like them even more than City in some aspects.

City won't be as interesting when Pep leaves.
The only thing that can be improved at City is winning the CL, not much to improve on in other words. So the next manager will most definitely be a big downgrade unless they hire Klopp which is extremely unlikely.
City's pull is Pep at the moment. If Arteta or Conte or whoever would be City's coach I doubt many players would choose them over say United.
But then again it fits into Raiola's plan to move from club to club, to go to City now and leave in a few years when their inevitable decline comes.

Barca are not as big a shambles as make out in terms of potential team on cards.

Granted may take a year or so to mature a bit but that would be coming to fruition as just about every other top team bar maybe Man City are ageing.
Maybe FDJ goes as well depending on how raise funds and defence clearly needs improved but things can change very quicky for Barca if get likes of Haaland or even Vlahovic.
If Barca got Haaland and Real got Mbappe I wouldnt swap their set of mids/attackers for Barcas.

There is a "theory" that Raiola will force the deal to be completed during next few months before FIFA change the rules that limit agent's commission to max 6% of the deal, as such a rule will make a huge loss for Raiola and his dad.
Don't know how believable is this tbh, especially since such rule is still an idea and will likely be challenged in court

Why cant Haaland just ask for 40m as a signing fee and then give it to his dad/agent if that is what he wants to?

Why? The Premier League is hyped a lot and currently the best league in the world, but this doesn't change the fact that Barca and Real are still the biggest clubs in the world. Majority of top players likes to play in England, but Barca and Real can financially compete with their salaries. Few of these top players get the chance to play for Barca and Real. Hardly anyone of these players reject these two clubs if the offer is tempting.
Haaland also has individual dreams and La Liga is a proven ground for winning Ballon d'Or and Golden Boot. This might be inflated through the dominance of Messi and CR in the last decade, but the chance of having a duel with Mbappe and competing for these individual glories besides competing for national and international titles might be very tempting for Camp Haaland. Haaland is still very young and can sign two fat 5y-contracts in the next 10 years. Moving to Spain first might be the smarter choice as it is the easier league compared to the PL but also the next step after Bundesliga. After 4, 5 years Haaland can decide if he wants to become a franchise player in Spain or if he takes the challenge of the Premier League. He'll be 26, 27 by then, having his "best years" still ahead of him with way more experience than he has now. Haaland could've went right away to United after RBS but he has made the smart decision and taken the next step rather than taking the biggest paycheck and the challenge that PL is. He is planning his career smartly.
Last but not least, of course weather is a factor too if you give importance to it. Especially being a top player with 4, 5 big clubs wanting you, you have the luxury of factoring in things like lifestyle. Here is a recent example of a top player preferring good weather:
