Their top 10 regularly buy players for 40-60 mil, while ligas top 10 outside of B/R and sometimes Atletico, mostly go for scrappy 5-20 mil players and bunch of loans.

Of course it will be raised again the next time we'll make a big money signing, especially if we'll "steal" another player that Chelsea/United will want or won't want to sell them one of our players. Pretty sure Gary "0-7" Neville will be in action again at that time.
Can also always count on the Bavarians or Nasser to know more about Barca's finances than Laporta&Co.

This is nothing worth celebrating. We were able to obtain this 656.4m of salary cap only because we sold around 683m of rights and assets from the four levers. Tebas said it loud and clear, we are not going to have this much of a salary cap next season if we don't have more levers or limit our wage bill to around 400m. We don't have any more levers to sell, short of selling the entire club. Getting the wage bill down to 400m is an extremely tall order, as our wage bill this season has increased, not decreased due to those new signings.
What I don't understand is if our cap is 656m and we have exceeded it (I remember reading reports that our staff cost, inclusive of everything is close to 900m, hence we will have a profit of 400m because our revenue is going to be 1.3 billion due to the levers?), how do we get past La Liga?
More importantly, it is so worrisome what we are going to do next season. How do we drastically reduce our wage bill to fit next season's reduced cap? I hope Laporta is not just worried about today and only worry about tomorrow when tomorrow comes. I hope he has a plan. Don't act surprised and shocked a year from now when La Liga tells us that we don't have salary cap to register our existing players, let alone new signings.

Because they get a lot more TV money than most other clubs from other leagues, due to the gigantic size of the EPL TV money pie.
La Liga was also one of the first leagues to impose financial control, limit what clubs can spend. I read the EPL will follow suit and will adopt something similar to the new UEFA FFP, ie, tying how much a club's wage bill to a percentage of their total revenue.

Everey PL club receives TV rights money, a sum around 90m euros + broadcast bonuses.
Breakdown of La Liga TV rights for 2020/21 show that 16 out 20 clubs in Spain receive around half of PL clubs, 50m on average without deducted obligations. Barca, Real and Atletico are the clubs who are above the PL average in TV rights.
There are debts in both leagues, but in Spain clubs risk bankruptcy more than PL, having lesser income and exposure.
