I have no insight and do not know who the board tried to go for but there are some names that are about as expensive and Mathieu and are better/more promising than him imo. Did they really try for Garay, Rojo, Musacchio, De Vrij, Dede, Matip or Toprak? Just some examples.

Bojan should move to a smaller club in Spain or to a league like Portugal. I think he can become a decent player that is able to score 10 to 15 goals a season. He is obviously not good enough for Barca but I would like him to succeed somewhere else.
