Barca waited 11 months to play Gavi and in that month he played barely 10 minutes a game. Rodri was back less than 8 months after his ACL by comparison. 20 full games across a season when back from ACL is not too much and most top players will have played more than that in a shorter time...

What is 'wrong'? Players come back around a year after ACL..some slightly sooner some slightly later. Gavi was not being relied upon last season he was a back up. No idea what point you are trying to make.
