Does anyone know the official current schedule for all the buildings in the overall project: Completion of the upper tier, roof, clubhouse, hall, etc.?

P.S. - noticed that the stairs are wider in the new design.
I'm a little surprised you noticed that. Do you think it's better now or before?

Upper tier somewhere during next season, roof is planned for summer 2027. I don't know what you mean by clubhouse and hall.

These are the Palau and club's offices/hotels. Palau is planned for 2028, the offices probably around the same time, maybe a bit later. But expect delays here too.

There will be delays, but I think their most important goal is for the whole thing is to be ready and over (with no construction remaining in the area) by the 2030 WC which I think is more than doable.

Perhaps it was a strategic mistake to demolish the upper tier. This made the renovation very expensive, and as a result, the new stadium is smaller than the old one. I think it would have been a better solution to only renovate the upper tier and build new VIP-rooms above the main stand.
